On 22, July 2009 the State Duma of the Russian Federation enacted the Federal law ?148-?? on introduction of changes and amendments arising from the Town Planning Code and separate statues of the Russian Federation (further - Federal Law ?148-??). This Federal Law ?148-?? introduced substantial alternation into the construction and building activity and into the functions of the “general contractor” on the territory of the Russian Federation. New changes and amendments enacted the mandatory requirement for the such works as engineering research, front-end engineering design, construction, re-construction, and capital repair with an influence on the safety of the capital construction projects are to be carried out by the parties with the respective permit/certificate for such works.
